The Lagos State Government, through the Lagos State Environmental Protection Agency (LASEPA), has officially launched the Lagos Greenhouse Gas Registry (LGHGR), a first-of-its-kind digital platform designed to transform how greenhouse gas (GHG) emissions are measured, reported and verified across Africa’s commercial capital.
The registry, unveiled today at NECA House, Alausa, Ikeja, marks a significant milestone in Lagos State’s climate governance strategy by providing a centralized, technology-driven system for organizations to monitor and report greenhouse gas emissions in line with international best practices.
The launch, held under the theme “Driving Transparent Emissions Management and Climate Action through Digital MRV Systems, “brought together government officials, environmental regulators, private sector leaders, development partners and climate experts committed to advancing Lagos’ low-carbon development agenda.
The Lagos Greenhouse Gas Registry (LGHGR) is an innovative online platform developed by LASEPA to establish a comprehensive database for measuring, reporting and verifying greenhouse gas emissions and air pollutants generated by organizations operating within Lagos State.
According to LASEPA, the digital registry bridges the gap between climate policy and practical implementation by providing credible emissions data that will support evidence-based policymaking, environmental regulation, corporate compliance and sustainable development. The initiative is expected to improve transparency while enabling government and businesses to better understand, monitor and reduce their carbon footprint.
The registry is built around the internationally recognized Measurement, Reporting and Verification (MRV) framework, a system widely used to ensure emissions data is accurate, transparent and verifiable. Through the platform, organizations will be able to submit emissions data digitally, while regulators can track environmental performance more efficiently.
LASEPA noted that reliable emissions data has become increasingly important as governments and businesses intensify efforts to meet national and global climate commitments, including Nigeria’s pledge to achieve net-zero greenhouse gas emissions by 2060.
The launch also reinforces Lagos State’s ambition to position itself as a climate-resilient megacity by strengthening environmental governance through digital innovation. As Nigeria’s economic hub and one of Africa’s fastest-growing cities, Lagos faces mounting environmental pressures from industrialization, transportation, energy consumption and rapid urban expansion, making emissions monitoring a critical component of sustainable development.
Established in 1996, LASEPA serves as the state’s environmental regulatory agency, responsible for protecting and improving environmental quality through monitoring, enforcement, research and public awareness. The agency has increasingly embraced digital solutions to simplify environmental compliance and improve regulatory oversight across industries.
Officials said the LGHGR will enhance collaboration between government and the private sector by providing credible environmental data capable of informing climate policies, supporting emissions reduction strategies and strengthening investor confidence in Lagos’ green economy initiatives.
The registry is also expected to support climate financing opportunities by creating a trusted emissions database that aligns with international reporting standards, while helping businesses prepare for evolving environmental disclosure requirements.
With the official rollout of the Lagos Greenhouse Gas Registry, Lagos joins a growing number of jurisdictions leveraging digital technologies to improve emissions accountability, strengthen climate resilience and accelerate the transition toward a more sustainable, low-carbon future.
