Nigeria’s 36 states are set for the third edition of the Subnational Climate Governance Performance Ranking scheduled for October 8, 2026, in Abuja.
Organised by the Department of Climate Change (DCC) of the Federal Ministry of Environment, in collaboration with the Society for Planet and Prosperity (SPP), the ranking is designed to track how effectively state governments are building the institutions, policies and systems required to translate climate commitments into action.
The event will bring together Commissioners for Environment, Directors of Climate Change and Desk Officers from the 36 states, as well as representatives of federal ministries, development partners, climate finance institutions, private sector and civil society groups.
The Minister of Environment, Malam Balarabe Lawal, is expected to lead the launch.
Now in its third edition, the Subnational Climate Governance Performance Rating and Ranking, SCGPR 3.0, has become a key platform for tracking how states are building institutions and policies to respond to climate change.
Launched in 2024 by SPP and DCC, the ranking provides a common framework for assessing climate governance, identifying gaps and encouraging accountability.
The assessment covers five areas: climate governance and institutional arrangements, policies and action plans, project implementation, climate finance, and online visibility of climate initiatives.
According to the organisers, the changes reflect the need to move beyond policies on paper to actual implementation backed by institutions, resources and data.
While the first edition laid the foundation and the second expanded comparative analysis, the third edition is expected to provide an updated picture of climate governance and guide where technical and financial support is most needed.
The launch will stimulate discussion on how state governments can strengthen institutions and translate climate commitments into action.
