Nigeria: FG Positions Telecom Expansion Project As Catalyst For Sustainable Development

The Federal Government has intensified efforts to bridge Nigeria’s digital divide through a landmark telecommunications expansion project designed to promote sustainable development, social inclusion, and equitable access to digital opportunities across underserved communities.

Minister of Communications, Innovation and Digital Economy, Bosun Tijani, reaffirmed the government’s commitment following a meeting with a delegation from China Industrial Bank (CIB), led by Peng Shuang, General Manager of the bank’s Strategic Emerging Industries Business Headquarters.

Central to the discussions was the Nigeria Universal Communication Access Project (NUCAP), an ambitious initiative aimed at connecting more than 20 million Nigerians living in unserved and underserved areas through the deployment of 3,700 telecommunications towers nationwide.

Beyond expanding network coverage, the project is being positioned as a sustainability-driven intervention that will provide critical digital infrastructure to rural, remote and riverine communities, many of which have remained excluded from the benefits of the digital economy.

Tijani described NUCAP as a “wholly green network” project, underscoring the government’s commitment to deploying environmentally sustainable telecommunications infrastructure while accelerating digital inclusion. The initiative aligns with broader national and global sustainable development goals by promoting access to education, healthcare, financial services, entrepreneurship opportunities and digital innovation.

According to the minister, reliable connectivity is increasingly essential for economic resilience and social development, particularly in communities where limited infrastructure has constrained growth and access to services.

He noted that the project’s environmental focus demonstrates how technology and sustainability can work together to deliver long-term benefits, reducing development disparities while supporting inclusive economic growth.

Tijani also welcomed China Industrial Bank’s decision to support the initiative, describing it as a significant vote of confidence in Nigeria’s digital transformation agenda and its commitment to sustainable infrastructure development. He observed that the investment marks the bank’s first major financing engagement in Nigeria, reflecting growing international recognition of the country’s potential for green and digitally enabled growth.

The minister expressed optimism that at least 1,000 telecommunications tower sites would be completed before the end of the year, a milestone expected to accelerate connectivity, unlock economic opportunities and improve quality of life for millions of Nigerians currently excluded from digital services.

As Nigeria advances its digital economy ambitions, NUCAP is emerging as a strategic example of how sustainable infrastructure investments can simultaneously drive connectivity, economic inclusion and environmental responsibility.
